I think if you go to your comment hosting website, you should have the option to block the IP addresses from which these are being sent from.
Also, you should be able to delete them as well, either from that site or it may give you the option to delete directly on this comment screen.
What they're about? Either some kind of annoying comment-based blog advertising, or a scam/trojan/virus site. (Or quite possibly a combination of the two)
Either way, I wouldn't click on any links they provide just to be safe. You never know what can be hidden in one of those suspicious sites.
And, just to make sure, Basil is just playing with Juliana and isn't preparing to send her sailing down a certain infamous Egyptian river, basket and all, right?
